HISTORICAL BACKGROUND OF CARAGA
Region XIII, the Caraga Administrative Region, is the newest among the country’s politico-administrative aggrupation. It is composed of four provinces and three cities, which were once part of Region X, Northern Mindanao, and Region XI, Southern Mindanao. These are Agusan del Norte, Agusan del Sur, Surigao del Norte and the cities of Butuan and Surigao del Sur from Region XI. The region is located in the eastern part of Mindanao. It is bounded in the North by the Surigao Stair; on the west by the provinces of Bukidnon and Misamis Oriental; on the South by the Province of Davao del Norte ; and on the East by the Pacific Ocean. It is situated within the Grid Square of 7 degrees and 25 minutes to 10m degrees and 30 minutes North latitude; 124 degrees and 15 minutes to 126 degrees and 15 minutes East longitude.

CREATION OF CARAGA REGION
Republic Act Number 7901 approved by President Fidel V. Ramos on February 23, 1995 created Region XIII to be known as Caraga Administrative Region or the Caraga Region. The Act was a consolidation of House Bill Number 10643 passed by the House of Representatives on February 16, 1995 and Senate Bill Number 729 passed on February 16, 1995 and Senate Bill Number 729 passed on February 20, 1995.

ESTABLISHMENT OF THE REGION
The establishment of the National Government Offices in Caraga was facilitated by the creation of task forces by the various national line agencies. Among the first regional Offices established were the Department of Agriculture; Education, Culture and Sports; Environment and Natural Resources; Interior and Local Government; Trade and Industry; Social Welfare and Development; Health; Public Works and Highways; and the National Economic and Development Authority. As of October 1997, Forty – nine (49) Government agencies had established offices in the Region.
