HISTORICAL BACKGROUND OF CARAGA

Region XIII, the Caraga Administrative Region, is the newest among the country’s politico-administrative aggrupation. It is composed of four provinces and three cities, which were once part of Region X, Northern Mindanao, and Region XI, Southern Mindanao. These are Agusan del Norte, Agusan del Sur, Surigao del Norte and the cities of Butuan and Surigao del Sur from Region XI. The region is located in the eastern part of Mindanao. It is bounded in the North by the Surigao Stair; on the west by the provinces of Bukidnon and Misamis Oriental; on the South by the Province of Davao del Norte ; and on the East by the Pacific Ocean. CREATION OF CARAGA REGION

Republic Act Number 7901 approved by President Fidel V. Ramos on February 23, 1995 created Region XIII to be known as Caraga Administrative Region or the Caraga Region. ESTABLISHMENT OF THE REGION

The establishment of the National Government Offices in Caraga was facilitated by the creation of task forces by the various national line agencies. Among the first regional Offices established were the Department of Agriculture; Education, Culture and Sports; Environment and Natural Resources; Interior and Local Government; Trade and Industry; Social Welfare and Development; Health; Public Works and Highways; and the National Economic and Development Authority. As of October 1997, Forty – nine (49) Government agencies had established offices in the Region.
